Saudi Arabia is rapidly advancing in adopting resilient digital infrastructure. The Technical and Vocational Training Corporation (TVTC) has undertaken a strategic national project to migrate its Student Information System, “Rayat,” to a secure local cloud environment within the Kingdom. This project was supported by Naseej for Technology, a partner in digital transformation for learning and knowledge management. It is a regional first for such a large institution, achieving a seamless transition without disrupting daily operations, despite the system being critical for various platforms.

This milestone demonstrates TVTC’s leadership in executing complex national projects, showcasing institutional readiness and the ability to drive digital transformation in the technical and vocational training sector. The project aligns with Saudi Vision 2030 by enhancing national human capital development and strengthening digital infrastructure efficiency and resilience.

As the body responsible for technical and vocational training in Saudi Arabia, TVTC supports a wide network of technical colleges, institutes, international collaborations, and private training providers. Rayat is a critical system managing trainee and trainer lifecycles, ensuring continuity and reliability from admission to graduation.

The system supports over 260,000 trainees across 283 facilities nationwide, making its stability crucial for admission planning and operational readiness. This enables TVTC to accommodate increasing numbers of graduates into the technical and vocational training system.

A Strategy-Led Migration Aligned with National Priorities

TVTC led the project with direct support from Naseej for Technology, ensuring the migration aligned with national digital priorities, data residency, and sustainability goals. This collaboration maintained full operational services, ensuring efficiency and trust.

The project involved analyzing and designing a secure cloud architecture for Rayat, reengineering integrations, data synchronization, and implementing backup strategies to mitigate risks. Thousands of person-hours were invested, highlighting the extensive work that ensured system stability and successful migration.

By executing this strategy, TVTC, in collaboration with Naseej, migrated “Rayat” to a secure local cloud in Saudi Arabia. The project maintained full functionality, secured subsystem integration, and enhanced operational resilience and future expansion readiness.

Seamless Execution with Zero Operational Disruption

The migration was executed efficiently, despite environmental complexity and TVTC’s operational scale. Careful planning, phased execution, and proactive risk management ensured the transition didn’t impact trainees, trainers, or administrative staff, setting a new benchmark for large-scale cloud migrations.

This transformation is expected to enhance TVTC’s operational performance, particularly in Trainee Affairs and IT. It will improve admission efficiency, service processing speed, reduce risks, and enhance digital service readiness, yielding sustainable operational and financial returns.
