Riyadh, Saudi Arabia – January 2026
Saudi Arabia is advancing its digital infrastructure, and the Technical and Vocational Training Corporation (TVTC) has undertaken a strategic project to move its Student Information System, “Rayat,” to a secure local cloud environment within the Kingdom, in collaboration with Naseej for Technology as a digital transformation partner. This initiative is a regional first for an institution of this scale, providing a seamless transition without disrupting daily operations, despite the system’s critical role for various platforms.
This project highlights TVTC’s leadership in executing a complex national-scale project, reflecting institutional readiness and digital transformation capability across the technical and vocational training ecosystem. It aligns with Saudi Vision 2030 by supporting national human capital development and enhancing government digital infrastructure resilience and efficiency.
TVTC oversees a vast network of technical colleges, institutes, international partners, and private training providers. Rayat is vital for managing trainee and trainer lifecycles, from admission to graduation, ensuring continuity and reliability.
The system supports over 260,000 trainees in 283 facilities nationwide, with stability crucial for admission and registration planning, operational readiness, and accommodating growing educational demands.
A Strategy-Led Migration Aligned with National Priorities
TVTC led the project with Naseej for Technology’s assistance, ensuring the migration strategy aligned with national digital transformation priorities, data residency, sustainability, and scalability. This collaboration kept services fully operational, maintaining efficiency and user trust.
This phase involved analyzing and designing a secure cloud architecture for Rayat, reengineering integrations, data synchronization, and implementing backup and continuity scenarios. Thousands of person-hours were invested jointly by TVTC and its partner, ensuring system stability and successful migration execution.
The strategy translated into secure, scalable execution, with TVTC and Naseej migrating “Rayat” to a local cloud, supported by cloud services and validation processes, preserving functionality, secure integrations, and enhancing resilience, performance, and future expansion readiness.
Seamless Execution with Zero Operational Disruption
The migration was completed smoothly and efficiently, despite its complexity and scale, with careful planning, phased execution, and proactive risk management ensuring no impact on trainees, trainers, or staff, setting a benchmark for cloud migration projects.
This transformation is set to improve operational performance in Trainee Affairs and IT, enhancing admission and registration efficiency, service processing, reducing risks, and enhancing digital readiness, delivering sustainable returns long-term.
“This project sets a new regional benchmark for cloud migration and reaffirms TVTC’s commitment to governance and building a resilient digital foundation,” said Eng. Fahad Ali Daghriri, TVTC’s CIO. “By transitioning Rayat to a secure local cloud, we have enhanced reliability, decision-making readiness, and established a scalable platform for continuous improvement.”
“This milestone benefits not only TVTC but the Kingdom’s digital education landscape,” said Mr. Othman Al-Abdulkarim, CEO of Naseej. “Migrating a mission-critical system like Rayat to a secure local cloud without disruptions exemplifies the power of domain expertise, governance, and execution. At Naseej, we are proud to support national institutions with resilient digital foundations built to last.”
This successful migration strengthens Naseej’s role as a strategic partner in large-scale digital transformation in Saudi Arabia, combining sector expertise with robust cloud and migration skills to help institutions modernize and align with the Kingdom’s vision.
