Riyadh, Saudi Arabia – January 2026
Saudi Arabia is speeding up its adoption of advanced digital infrastructure. The Technical and Vocational Training Corporation (TVTC) has implemented a strategic national project to move its Student Information System, “Rayat,” to a secure local cloud within Saudi Arabia, assisted by Naseej for Technology, a partner in digital transformation. This project is the first of its kind in the region for an institution of this scale, ensuring a seamless transition without any disruption to daily operations, despite the system’s critical role.
This accomplishment highlights TVTC’s leadership in executing a complex national project, showcasing its readiness and capability in digital transformation across the technical and vocational training sector in Saudi Arabia. The project aligns with Saudi Vision 2030 by improving national human capital and strengthening digital infrastructure resilience and efficiency.
As Saudi Arabia’s authority on technical and vocational training, TVTC oversees a wide network of colleges, institutes, and private training providers. Rayat administers the lifecycle of trainees and trainers, covering admission through graduation while maintaining continuity and reliability.
The system currently supports over 260,000 trainees across 283 facilities, making its stability vital for planning admissions and registrations. This enhances operational readiness and allows accommodation for more graduates within Saudi Arabia’s training ecosystem.
Strategy-Led Migration Aligned with National Priorities
TVTC led the project with support from Naseej for Technology, designing a migration approach that aligns with national digital priorities and long-term goals. Their collaboration ensured all services stayed operational during the transition, maintaining efficiency and trust.
The phase included designing a secure cloud architecture for Rayat, reengineering integrations, synchronizing data, and setting up backup and continuity systems to mitigate risks. Thousands of specialized hours from TVTC and its partner ensured the project’s successful execution.
By effectively turning strategy into execution, TVTC, with Naseej’s help, migrated “Rayat” to a local Saudi cloud environment. The comprehensive project preserved system functionality, secured integrations with subsystems, and enhanced operational resilience and readiness.
Seamless Execution with Zero Operational Disruption
The migration was smooth and efficient, despite the operation’s scale and complexity. Careful planning and risk management enabled a seamless transition, setting a new standard for large-scale cloud migrations in the region.
The transformation is expected to boost TVTC’s performance, enhance admission and registration processes, increase service efficiency, lower risks, and enhance digital readiness, delivering continuous operational and financial benefits.
” This project marks a regional benchmark for cloud migrations, confirming TVTC’s dedication to strong governance and a resilient digital foundation for future growth,” stated Eng. Fahad Ali Daghriri, TVTC’s CIO. “Transitioning Rayat to a secure local cloud boosts system reliability, decision-making readiness, and offers a scalable platform for continuous service improvement.”
“This project is a strategic milestone for TVTC and the Kingdom’s digital education sector,” said Othman Al-Abdulkarim, CEO of Naseej. “Successfully migrating a crucial system like Rayat to a secure local cloud highlights the importance of expertise, governance, and precise execution. Naseej is proud to support national institutions with resilient, future-ready digital foundations.”
This successful migration bolsters Naseej’s status as a trusted partner for large-scale digital transformations in Saudi Arabia. Combining deep sector expertise with robust cloud capabilities, Naseej facilitates confident modernization, operational resilience, and scalable digital platform development in line with Saudi Arabia’s long-term vision.
